This trend is a direct strategic response to the expanding “web” of anti-dumping and safeguard measures targeting finished rolled products.In many jurisdictions, semi-finished materials remain exempt from the stringent duties applied to HRC (Hot-Rolled Coil) and rebar, allowing major producing regions to maintain high blast-furnace utilization rates by feeding rolling mills in Southeast Asia and Latin America.
