The transition into the second quarter of 2026 has marked a definitive structural shift in the international steel trade. While traditional finished-product exports face unprecedented regulatory headwinds, a surge in the movement of semi-finished steel has emerged as the primary mechanism for maintaining global industrial capacity.

Data released this week (April 29 – May 3) confirms that the global export ofslabs and billetshas reached a three-year high. This trend is a direct strategic response to the expanding “web” of anti-dumping and safeguard measures targeting finished rolled products.In many jurisdictions, semi-finished materials remain exempt from the stringent duties applied to HRC (Hot-Rolled Coil) and rebar, allowing major producing regions to maintain high blast-furnace utilization rates by feeding rolling mills in Southeast Asia and Latin America.
